Взаємодія органів державної влади з політичними партіями в контексті демократизації українського суспільства

Abstract

У дисертації наведено теоретичне узагальнення та нове вирішення важливого наукового завдання в галузі державного управління щодо визначення наукових засад взаємодії органів державної влади з політичними партіями в контексті трансформаційного реформування системи публічного управління як ключового чинника демократизації українського суспільства. Владно-партійна взаємодія визначена як спільна соціально-політична та державно-управлінська діяльність органів публічного управління та політичних партій, що передбачає двосторонній процес узгодження (лобіювання) суспільних та державних інтересів в ході комунікації органів державної влади та політичних партій, спільну участь у формуванні та реалізації загальнодержавної, галузевих, регіональних тощо політик в межах правового поля та конституційних основ державного ладу. Синтезовано теоретичну модель взаємодії політичних партій та органів публічної влади, в основі якої знаходяться суспільно-політичні цінності ментально-державотворчого простору. Такі цінності матеріалізуються через певні форми та інструменти владно-партійної взаємодії в комунікативному просторі автономних, системних, інтегральних та інституційних суб'єктів взаємодії, котрі здійснюють свої функції та завдання у діяльнісному просторі в межах нормативно закріплених процедур. При цьому відповідність або невідповідність політично-управлінської діяльності суб'єктів владно-партійної взаємодії ментально-державотворчим цінностям суспільства проявляється в формі інституту політичної відповідальності. Доведено, що побудова взаємовідносин влади та політичних партій на демократично-правових засадах є системним фактором політичної стабільності держави, який дозволяє максимально репрезентувати суспільні інтереси в процесах публічного управління та демократичного державотворення України.

The dissertation substantiated the theoretical foundations of the interaction of public authorities with political parties in the context of the transformational reform of the public administration system as a key factor in the democratization of Ukrainian society. The author distinguished power-party interaction in parliamentary practice and found that political parties can put their party programs into practice if they are part of the Parliament of Ukraine. At the same time, they are the basis of the representational interests of citizens and territorial communities, which need their consolidation in public policy and public administration. However, the Ukrainian realities testify to the significant imbalance of power-party interaction in the parliamentary space, when the power coalition actually ignores opposition parties, and with it, the relevant voters, neglecting their interests in lawmaking. Therefore, the necessity of adopting the Law on Opposition and a new wording of the Verkhovna Rada Regulation with obligatory consolidation of the procedures of parliamentary party control of the opposition on the activity of the government and the ruling coalition, the principles of distribution of parliamentary committees, in particular, securing the opposition with the post of the opposition, are substantiated. committees with a controlling function (freedom of expression, the state budget, regulation, etc.), the formation of an "opposition cabinet of ministers" with the right to discuss prepared by them alternative state development projects and state strategies, concepts and programs, the establishment of an "opposition day" under the chairmanship of an opposition vice-speaker and the establishment of an agenda by the opposition; regulation of responsibility of the People's Deputies for "button-making" and absenteeism from administrative fines to deprivation of the parliamentary mandate clear requirements for the quantitative composition and order of formation and functioning of the majority parliamentary coalition, etc. The global experience of power-party interaction is summarized and the cases of such interaction are possible to be used in Ukrainian conditions. The author synthesized a theoretical model of interaction between political parties and public authorities, which structurally consists of 4 block clusters. At the heart of the whole system of party-political interaction are the socio-political values of the mental-state-making space, embodied in political ideology, political programs and election promises, state strategies and concepts, the state-making course as a whole. Such values materialize through certain forms and instruments of party-political interaction in the communicative space, which include political representation of interests of social groups, lobbying, corruption, forming a party of power, political monopolization of state power, initiating, promoting and providing public support for social reforms, formation of government and state administrations, formation of coalitions in parliament and in local councils, formation of a shadow government, coordination of ministerial posts, heads of administrations and others.
