Забезпечення економічної стійкості газорозподільних підприємств

Abstract

Дисертаційна робота присвячена розробці теоретичних і науково-методичних засад та інструментарію забезпечення економічної стійкості газорозподільних підприємств.

Обгрунтовано відповідність газорозподільного підприємства всім ознакам, властивостям і особливостям виробничої системи як цілісної та керованої композиції певних елементів та ресурсів, що функціонують згідно відповідної моделі та визначеної цілі. Визначено сукупність показників, що характеризують фінансово-господарську діяльність ГРП, врахування яких дає повне уявлення про економічну стійкість підприємства.

Запропоновано методичний підхід до обчислення інтегрованої оцінки економічної стійкості ГРП за техніко-економічною та фінансовою складовими за допомогою карт стійкості, що забезпечує підвищення ефективності управління підприємством, розробки стратегічних і тактичних планів відповідно зниження ступеня ризику відносно прийняття неефективних рішень.

Виділено пріоритетні чинники забезпечення економічної стійкості ГРП: диверсифікацію видів діяльності, скорочення витрат виробництва, підвищення інвестиційної привабливості, залучення інвестицій, підвищення надійності газорозподільної діяльності, удосконалення організаційної структури підприємства.

Реалізовано економіко-математичну модель оцінки впливу чинників забезпечення економічної стійкості ГРП, що дозволило оцінити ефективність його розвитку за рахунок впровадження кожного з чинників без втрати значимої для прийняття управлінських рішень інформації.

Запропоновано системно-процесний підхід до оцінки впливу чинників забезпечення економічної стійкості ГРП і варіантів їх комбінації на основі використання Парето-аналізу залежності «ефект - стійкість», що дало змогу відкинути неефективні варіанти, які порушують встановлені обмеження або технічно і організаційно важко здійсненні заходи по забезпеченню ефективності і, в кінцевому рахунку, відібрати групу конкурентоспроможних варіантів забезпечення економічної стійкості ГРП.

На основі узагальнень проведеного дослідження розроблено сценарії забезпечення економічної стійкості ГРП як інструменти формального аналізу альтернативних варіантів розвитку ситуації при заданих цільових орієнтирах в умовах невизначеності, які дають можливість розробити багатоваріантні управлінські рішення з метою отримання економічного ефекту від впровадження чинників забезпечення економічної стійкості підприємства.

Dissertation work is devoted to development of theoretical, scientific and methodological background and tools for assuring economic stability of gas-distributing enterprises.

It is proved that a gas-distributing enterprise corresponds to all characteristics and features of the production system as it is a composition of certain elements and resources that function in accordance with the specified pattern and aims the achievement of certain goals.

The aggregate of indexes is defined. These indexes characterize financial-economic activity of gas-distributing enterprise and taking them into account assures the correct and full understanding of the complete picture of the company economic stability.

The method of calculation of the integrated complex estimation of the enterprise stability in terms of analysis of technical-economic and financial sides is suggested. This method is grounded upon the development of stability cards that are basic for increase of gas-distributing management system effectiveness, development of tactical and strategical plans and, as a result, decrease of risk factor in terms of making not effective decisions.

Priority factors of assuring firmness of gas-distributing enterprises are defined: diversification of types of activity, cutback of production expenses, increase of investment attractiveness of the enterprises and involvement of investments, increase of reliability of gas-distributing activity, improvement of organizational structure of the enterprise.

The economic-mathematical mode! of evaluation of each factor’s influence on economic stability, realization of which allowed estimation of efficiency of gas-distributing enterprise due to introduction of each of firmness factors without loss of significant for decision-making information, is built and realized.

The system-process method of evaluation of the influence of great number of factors that assure economic stability and variants of their combination on the basis of the use of Pareto-analysis of dependence «effect - firmness» is offered. It gave a possibility to disregard not effective variants that break the restrictions or that are technically and organizationally difficult to implement ways to increase effectiveness and, at the end, allowed to create a group of competitive variants for assuring stability of gas-distributing enterprise.

On the basis of the conducted research summary the scenarios of assuring economic stability of gas-distributing enterprise arc developed. These scenarios serve as instruments of formal analysis of alternative variants of situation with set goals in non-determined circumstances development that allowed to model multivariate management decisions aiming achievement of economic effect from implementation of enterprise stability increase factors.
