Оптимізація діяльності публічної адміністрації України на регіональному рівні в умовах євроінтеграції

Abstract

У дисертації вирішено важливе наукове завдання оптимізації діяльності публічної адміністрації України на регіональному рівні в умовах її європейської інтеграції. Автором використана система загальнонаукових і спеціальних методів. Проаналізовано теоретичні основи, правові та категорійно-понятійні аспекти оптимізації діяльності публічної адміністрації, джерела та ступінь вивчення проблеми українськими і зарубіжними вченими. Удосконалено понятійний апарат оптимізації діяльності публічної адміністрації. З урахуванням європейських підходів та досвіду посткомуністичних країн обґрунтовано функції, напрями, принципи та інструменти оптимізації регіонального публічного управління в Україні.

The system of general scientific and special methods was used. Scientific works of national and foreign scholars, devoted to the problems of regional development and improvement of management on the regional level form the theoretical basis of the research. Law standard foundation of the scientific work is presented by the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, Cabinet Council of Ukraine, acts of the local state administrations and bodies of the local self-government. The continuous materials of local executive authority' bodies of Ukraine and other former communist countries became the empirical basis of the work.

The professionalism assurance of state personnel is considered to be the precondition of the optimization of public administration activity. The tasks and main directions of the work with public servants under the circumstances of society transformation were chosen in accordance to the public administration effectiveness increase.
