Організаційний механізм державного управління освітнім інформаційно-комунікаційним середовищем

Abstract

У дисертаційному дослідженні наведено теоретичне узагальнення та нове вирішення актуального наукового завдання в галузі державного управління щодо науково-теоретичного обґрунтування організаційного механізму формування освітнього інформаційно-комунікаційного середовища в контексті реформування державного управління освітньою галуззю, а також надання пропозицій щодо вдосконалення організаційного механізму освітнього інформаційно-комунікаційного середовища та відповідного його нормативно-правового забезпечення. Проаналізовано сучасні науково-теоретичні підходи до вивчення соціальних систем, однією із основних підсистем яких є державне управління. Виявлено, що зміна внутрішнього і зовнішнього середовища в українському суспільстві вимагають модернізації системи державного управління. Визначено, що існуюча модель освітнього простору не повною мірою відповідає вимогам, що висуваються до систем управління, оскільки особі, яка ухвалює рішення, важко прийняти виважене та ефективне управлінське рішення за наявності причин некомфортного стану – це можливі невідповідності інформації, довготривале реагування, низька швидкість міжрівневого зв’язку, втрата з часом об’єктивності інформації. Уперше запропоновано зменшити неефективність діючої системи управління в галузі освіти через удосконалення організаційного механізму державного управління освітньою галуззю, наприклад із застосуванням принципів Good Governance, сучасних інформаційних технологій або їх поєднання. Для цього пропонується створення інноваційної платформи формування освітнього інформаційно-комунікаційного середовища на технологічній базі систем підтримки ухвалення рішень. Таке обʼєднання всіх ресурсів освітньої галузі дасть можливість уніфікувати інформацію за кожною управлінською функцією чи процесом, а доступ до неї буде в різних управлінських структурах відповідно до законодавчо закріпленого порядку. Це середовище розглядається в ієрархічній послідовності: від Міністерства освіти і науки України до директора департаменту та ректора, від ректора до кафедр і відділів, від завідувачів кафедр і відділів до викладачів і простих фахівців, з можливістю отримання інформації, оминаючи певні рівні управління чи посадових осіб. Обґрунтовано науково-практичні рекомендації органам публічної влади щодо управління освітньою галуззю, а також запропоновано вдосконалення нормативно-правового забезпечення щодо управління освітньою галуззю. Урахування цих рекомендацій дозволить ефективно здійснювати державне управління на різних рівнях за допомогою єдиного освітнього інформаційно-комунікаційного середовища, сформованого на сучасній інформаційно-технологічній інфраструктурі із застосуванням концепцій електронного урядування, поширити позитивний досвід упровадження організаційного механізму освітнього інформаційно-комунікаційного середовища на інші галузі та сфери державного управління.

In the dissertation research the theoretical generalization and a new solution of a crucial scientific problem in the field of public administration concerning the theoretical and methodological substantiation of the mechanism of formation of the educational information and communication environment in the context of the reform of public administration in education have been presented, as well as the provision of proposals for the improvement of the organizational mechanism of public management of educational information and communication environment and relevant regulatory framework. The theoretical and methodological approaches to the study of social systems have been analyzed, where public administration is one of the main subsystems. It was revealed that changes in the internal and external environment in Ukrainian society require modernization of the system of public administration. That is, the subsystem "public administration" evolves together with social systems. There is an intention to apply proven mechanisms of the European countries in modern public administration that allow to develop optimal mechanisms of public administration at all levels of government apparatus, which work could be based on transparency, honesty and trust of the people in power and vice versa. One of such mechanisms is the concept of «Good Governance», which combines two basic elements: democracy of the practice of adoption and implementation of management decisions and the effectiveness (achieving results while minimizing costs). It has been determined that the current model of educational space does not fully meet the requirements for management systems, since it is difficult for a decision maker to make a well-considered and effective management decision while there are reasons for a uncomfortable state, such as possible mismatches of information (incompleteness, subjectivity, lateness, etc.), long-term response, low speed inter-level (direct and reverse) communication, loss of the objectivity of information over time. It is proposed for the first time to reduce the ineffectiveness of the current management system in education through the improvement of the organizational mechanism of public administration in the educational branch, for example, applying Good Governance principles, modern information technologies or their combination. That is why we propose to create an information system in the form of a unified educational information and communication environment based on decision support systems. Such unification of all education resources will enable the unification of information for each management function or process, and different administrative structures will have access to it in accordance with legally established order. This environment is considered in a hierarchical sequence: from the Ministry to the director of the department and the rector, from the rector to the departments, from the heads of departments to teachers and ordinary specialists, with the possibility of receiving information, bypassing certain levels of government or officials. The scientific and practical recommendations to the public authorities as to education management have been substantiated, as well as the improvement of the regulatory framework for the management of the educational branch was proposed. Taking into account these recommendations will allow implementing effective public administration at various levels through a single educational information and communication environment, formed on the modern information and technological infrastructure with the use of egovernment concepts. It will also give an opportunity to disseminate the positive experience of implementing the organizational mechanism of the educational information and communication environment to other branch and areas of public administration.
