Економіко-експертний механізм зовнішньоекономічної діяльності газотранспортних підприємств

Abstract

Дисертаційну роботу присвячено вирішенню науково-прикладного завдання поглиблення та розвитку теоретичних положень та практичних рекомендацій щодо формування економіко-експертного механізму зовнішньоекономічної діяльності газотранспортних підприємств. Проведено дослідження епістеміологічних основ економічного механізму підприємства та конкретизовано сутність цієї дефініції, запропоновано авторське трактування дефініції «економіко-експертний механізм». Шляхом аналізу сучасного стану функціонування газотранспортних підприємств дозволило визначити основні тенденції організації діяльності на внутрішньому та зовнішньому ринках, а також стратегічних орієнтирів управління системою їх зовнішньоекономічної діяльності. За результатами теоретичного узагальнення встановлено відкритість та еволюційно-інтеграційний характер розвитку системи зовнішньоекономічної діяльності газотранспортного підприємства. Виокремленно ієрархічні рівні регулювання процесу стратегічного управління цією системою. Удосконалено процес управління зовнішньоекономічною діяльністю газотранспортного підприємства на основі комплексного підходу. Запропоновано методичний підхід до аналізування конкурентного середовища газотранспортних підприємств та оцінювання їх стратегічних позицій. Сформовано теоретико-методичні основи економіко-експертного механізму зовнішньоекономічної діяльності газотранспортного підприємства. Побудовано карту стейкхолдерів модельного газотранспортного підприємства щодо здійснення зовнішньоекономічних операцій. Сформовано профіль для оцінки потенційного стейкхолдера газотранспортного підприємства, проведено алгоритмізацію такого вибору. Розроблено формалізований методичний підхід до економіко-експертного дослідження операцій за зовнішньоекономічними контрактами газотранспортного підприємства з метою інтеграції в систему контролінгу підприємства для забезпечення економічної безпеки з врахуванням специфіки завдань на кожному з етапів управління нею та визначення небезпек їх реалізації. Сформовано етапи розробки та становлення системи контролінгу газотранспортного підприємства з імплементацією економіко-експертних досліджень окремих питань фінансово-господарських операцій, в тому числі стосовно зовнішньоекономічної діяльності.

Диссертационная работа посвящена решению научно-прикладной задачи углубления и развития теоретических положений и практических рекомендаций по формированию экономико-экспертного механизма внешнеэкономической деятельности газотранспортных предприятий. Исследовано эпистемиологические основы экономического механизма предприятия и конкретизирована сущность этой дефиниции, предложена авторская трактовка дефиниции «экономико-экспертный механизм». Анализ современного состояния функционирования газотранспортных предприятий дал возможность определить основные тенденции организации деятельности на внутреннем и внешнем рынках, а также указан стратегический ориентир управления системой их внешнеэкономической деятельности. По результатам теоретического обобщения установлено открытость и эволюционно-интеграционный характер развития системы внешнеэкономической деятельности газотранспортного предприятия. Выделены иерархические уровни регулирования процесса стратегического управления этой системой. Усовершенствован процесс управления внешнеэкономической деятельностью газотранспортного предприятия на базе комплексного подхода. Предложен методический подход к анализу конкурентной среды газотранспортных предприятий и оценки их стратегических позиций. Сформированы теоретико-методические основы экономико-экспертного механизма внешнеэкономической деятельности газотранспортного предприятия. Построена карта стейкхолдеров модельного газотранспортного предприятия относительно внешнеэкономических операций. Сформирован профиль для оценки потенциального стейкхолдера газотранспортного предприятия, проведена алгоритмизация такого выбора. Разработан формализованный методический подход к экономико-экспертному исследованию операций по внешнеэкономическим контрактам газотранспортного предприятия с целью интеграции в систему контроллинга предприятия с целью обеспечения экономической безопасности с учетом специфики задач на каждом из этапов управления и определения опасности, связанной с их реализацией. Сформированы этапы разработки и организации системы контроллинга газотранспортного предприятия с проведением экономико-экспертных исследований отдельных вопросов финансово-хозяйственных операций, в т.ч. и по внешнеэкономической деятельности.

The dissertation is aimed at solving the scientific and practical task of deepening and developing theoretical guidelines and practical recommendations concerning the formation of the economic and expert mechanism of foreign economic performance of gas transporting enterprises. The research of epistemological foundations of the economic mechanism of the enterprise is done and the essence of this definition is specified. It is noted that the main approach to the content and essence of the economic mechanism means a specific purpose and ways of functioning: the start of the economic performance process of the enterprise is directly related to the economic or social interest in the implementation of such performance, that acts as an impetus-activator, which comes in the economic mechanism of the enterprise and influences its expected functioning results. Determination of such impulse is done in the process of forming the goal of the enterprise, and the elements of the mechanism are carried out in the process of determining the types of the performance of the enterprise. It is proved that the orientation of the economic mechanism of the performance on achieving strategic goals of the enterprise’s development is determined with the need to ensure sustainable development, strengthen competitive positions on the market, etc. During the formation of the economic mechanism of the performance of the enterprise, to minimize risks in determining the criteria for estimating the results of its functioning, based on the «efficiency», the risks of ineffective and / or false decisions, special attention is given to the formation of the controlling system which will be a separate component of the economic mechanism, economic expertise and an effective controlling tool. The author's definition of the economic and expert mechanism as an organized and ordered set of the main elements for researching the economic system of the enterprise's performance is formulated. In contrast to the traditional definition of the economic mechanism, in the theoretical aspect it is characterized with the purpose, task and subject of the expert research, and in practical aspect it is characterized with the definite structure of the elements of the procedure (receiving the informational materials, relationships (connections) among them, the technique of such relationships, legislative and regulatory base (statics) and specific research technology of management decisions, business transactions, facts, events, processes or performance, (recurrent) controlling system of the modern stage of information technology, controlling technology. The analysis of the present position of gas transporting enterprises with the definition of the main tendencies of organization of their performance on the domestic and foreign markets is done, and strategic guidelines for managing their foreign economic performance are defined. According to the results of the theoretical generalization, the openness, evolution and integration character of the development of the system of foreign economic performance of the gas transportation company are established. Separated hierarchical levels of regulating the strategic management process of this system are defined. Management process of foreign economic performance of the gas transportation company, based on the integrated approach, is improved. The methodological approach to the analysis of the competitive environment of gas transportation companies and their strategic position estimate is suggested. The theoretical and methodological foundations of the economic and expert mechanism of foreign economic performance of the gas transportation company are formed. Stakeholders map model of the gas transportation company for the implementation of foreign economic operations is built. A profile for estimating the potential stakeholders of the gas transportation company is formed, and algorithmizing of this choice is done. During the formation of the economic mechanism of the foreign economic performance of the gas transportation company, to minimize the risks of determining the criteria of the estimate of the results of its operation based on the «efficiency», the risks of ineffective and / or false decisions, – the controlling system, which helps to provide economic security, becomes of particular importance. Formalized methodological approach to the economic and expert research of operations under foreign economic agreements of the gas transportation company is provided, to integrate into the controlling system of the enterprise and to ensure economic safety, considering tasks at each stage of its management, and dangers of their implementation. The methodology of the economic and expert research of the foreign economic performance (on the example of import operations of PJSC «Ukrtransgas») is suggested. The sequence of actions of the expert and economic research of certain issues of financial and economic performance is formed (on the example of purchasing the equipment by PJSC «Ukrtransgas» from a non-resident).
